Amends Idaho Code Section 16-2422 to require informed consent from parent, guardian, or custodian before administering electroconvulsive therapy to children age 12 and older admitted for voluntary treatment.

Explicitly prohibits electroconvulsive therapy for any child 18 years of age or younger without informed parental consent, with no exceptions except in emergency situations where delay may cause harm and parent is unavailable.

Allows parents to revoke informed consent at any time by communicating revocation to facility staff, with the facility required to promptly discontinue treatment (though may phase out to avoid harmful withdrawal effects).

Permits facilities to discharge children if parents refuse appropriate medications or treatments and the facility cannot provide care without them, unless the child meets criteria for involuntary treatment under Idaho Code Section 16-2418.

Effective date: July 1, 2024, with an emergency declaration to expedite implementation.
