Amends Section 33-4303, Idaho Code to revise eligibility requirements for the Idaho Opportunity Scholarship, effective only if House Bill No. 500 is enacted in the 2024 session.

Modifies the "eligible student" definition to require that beginning with the graduating high school class of 2025, students cannot be receiving any grant funds pursuant to Section 72-1205, Idaho Code.

Maintains all other existing eligibility criteria including Idaho residency, high school graduation from an accredited Idaho school, enrollment in eligible postsecondary institutions, undergraduate status without prior bachelor's degree, and meeting need and merit criteria set by the state board.

Preserves grandfather provisions for students who received opportunity scholarships prior to June 30, 2014, allowing continued eligibility based on original award requirements.

Effective date is July 1, 2024, and includes an emergency declaration.
