Repeals the existing School Safety and Health Revolving Loan and Grant Fund and replaces it with a new Public Education Facilities Fund managed by the state treasurer to provide need-based grants to school districts for construction, remodel, and maintenance of school facilities related to core educational missions, excluding facilities with primary athletic purposes.

Allows school districts demonstrating financial need to apply for grants by submitting detailed plans including facility specifications, unsafe/unhealthy conditions being addressed, projected costs, bond levy history, and three years of budget documentation.

Establishes a scoring matrix to be developed by the state treasurer in consultation with relevant state agencies and professional boards to evaluate applications based on bond levy attempts, unsafe conditions, project costs, district financial condition, and number of benefiting students.

Calculates maximum grant amounts using a formula dividing projected costs by the highest taxable value property in Idaho, then multiplying by the applicant district's market value; requires approved applicants to submit a bond measure to voters for the remaining project costs after subtracting the grant.

Becomes effective July 1, 2024, and declares an emergency for immediate implementation.
