Appropriates $202,978,700 from the School District Facilities Fund to the Public Schools Educational Support Program's Division of Facilities for fiscal year 2025 (July 1, 2024 through June 30, 2025).

Reduces the Division of Facilities appropriation by $55,882,200 total, comprised of $2,475,800 from the Public School Income Fund, $23,781,400 from the Bond Levy Equalization Fund, and $29,625,000 from the School District Building Account.

Transfers $2,475,800 from the Public School Income Fund to the General Fund on July 1, 2024, or as soon thereafter as practicable.

Clarifies that the reduced amounts from Section 2 shall be reflected as expenditures from the General Fund, Bond Levy Equalization Fund, and School District Building Account for the same fiscal period.

Declares an emergency and makes the act effective on July 1, 2024.
