Appropriates $174,908,300 from the Permanent Building Fund to the Department of Administration for the Division of Public Works for capital outlay during fiscal year 2025 (July 1, 2024 - June 30, 2025).

Allocates funds across maintenance projects ($87,448,300) including alterations and repairs ($78,451,100), asbestos abatement ($500,000), ADA compliance ($4,016,300), and facilities maintenance ($4,480,900).

Allocates funds for capital projects ($87,460,000) including IDOC new female prison ($25,000,000), IDOC secure mental health facility ($25,000,000), BSU science and research building ($13,000,000), and other university and correctional facility projects.

Repurposes $7,000,000 previously appropriated for IDOC projects to purchase and renovate the IDOC Training and Development Center in Meridian, Idaho, and repurposes $12,568,100 in deferred maintenance funds for a 100-bed minimum security dormitory at IDOC-Orofino ($10,000,000) and ISU physician assistant program expansion ($2,568,100).

Transfers $23,000,000 from the General Fund to the Permanent Building Fund on July 1, 2024, and requires Division of Public Works to report to the Joint Finance-Appropriations Committee by November 15, 2024 on capital project status.
