Authorizes the Legislative Council to appoint a committee to study existing transportation corridors including State Highway 55, State Highway 16, State Highway 95, unused railroad rights-of-way, and potential alternate routes for safe vehicular travel between Canada and the Treasure Valley.

Committee shall examine the economic impacts of any proposed solutions on existing communities within the State Highway 55 and State Highway 95 corridors.

Legislative Council determines committee membership and may authorize nonlegislative advisors with technical expertise in transportation infrastructure, civil engineering, economics, and related subjects.

Nonlegislative advisors shall not receive reimbursement from legislative funds and shall not have voting privileges on committee recommendations or proposed legislation.

Committee shall report findings, recommendations, and any proposed legislation to the First Regular Session of the Sixty-eighth Idaho Legislature.
