Authorizes the Legislative Council to appoint a committee to study existing transportation corridors, including Interstate 84, and potential alternate routes between Sand Hollow Road exit in Canyon County and Blacks Creek Road exit in Ada County, including a possible beltway.

Identifies that I-84 experiences approximately 149,000 vehicles per day at the Five Mile Road overpass, with traffic projected to increase 40% to 50% over the next 20 years between the Flying Wye interchange and Franklin Road exit in Caldwell.

Directs the committee to examine roads adjacent to or near I-84, economic impacts of traffic congestion in the study area, and related matters involving other highways in Idaho.

Permits the Legislative Council to authorize the committee to appoint nonlegislative advisors with expertise in transportation infrastructure, civil engineering, and legal issues, though these advisors are not eligible for legislative reimbursement or voting privileges.

Requires the committee to report its findings, recommendations, and any proposed legislation to the First Regular Session of the Sixty-eighth Idaho Legislature.
