Asserts that President Biden has failed to enforce existing immigration law and deliberately opened the border, ending the "Remain in Mexico" policy from the Trump Administration.

Claims nearly 8 million migrants have entered the United States since the Biden Administration began, including approximately 2 million "get-aways" who were not processed or checked for criminal activity.

Requests the U.S. House of Representatives impeach President Biden for willfully failing to enforce immigration law and for "sanctioning an invasion of the United States by millions of military-age men."

Calls on Congress to prioritize border security and immigration legislation, specifically passage of H.R. 2 (the Secure Border Act of 2023), before funding other initiatives such as the war in Ukraine.

Directs the Idaho House Chief Clerk to forward copies of this memorial to the President of the Senate, Speaker of the House, and Idaho's congressional delegation.
