Recommends to the Federal Energy Regulatory Commission that Snake River flows at and below Hells Canyon Dam be maintained at a minimum of 8500 cubic feet per second (CFS) from May 15 to October 1.

Current operations allow Idaho Power to lower summer flows below 6500 CFS and increase to over 22000 CFS within hours daily, which the legislature finds harmful to water temperatures, fisheries, navigation, and tourism.

Cites economic benefits of the recommendation, noting 50,000 annual visitors to Hells Canyon National Recreation Area generate an estimated $230,000,000 in local recreation industry revenue.

Recognizes and supports the relicensing process of the Hells Canyon Complex by the Federal Energy Regulatory Commission for electricity generation benefits to Idaho citizens.

Directs the Chief Clerk of the House to forward copies of this memorial to the President, congressional leadership, Idaho's congressional delegation, and the Federal Energy Regulatory Commission.
