Proposes adding Section 8 to Article VI of the Idaho Constitution to establish that elections shall have one round of voting with the candidate receiving the highest number of votes declared the winner.

Directs the Legislative Council to prepare the required statements under Section 67-453, Idaho Code.

Directs the Secretary of State to publish the proposed constitutional amendment and related arguments as required by law.

Submits the amendment question to Idaho voters at the next general election in the form: "Shall Article VI of the Constitution of the State of Idaho be amended by the addition of a new Section 8, to provide that there shall be one round of voting and the person having the highest number of votes for an office shall be the winner of an election?"
