Proposes amendment to Section 2, Article VI of the Idaho Constitution to explicitly prohibit non-U.S. citizens from being qualified electors in any election within the state.

Adds language stating "No person who is not a citizen of the United States shall be a qualified elector in any election held within the state of Idaho."

Requires the amendment question to be submitted to Idaho voters at the next general election with specific ballot language asking whether to adopt this citizenship requirement.

Directs the Legislative Council to prepare required statements and arguments per Idaho Code Section 67-453.

Directs the Secretary of State to publish the proposed constitutional amendment and related arguments as required by law.
