Changes Idaho Code Section 49-303 to require the department to "shall revoke or cancel" driver's licenses in circumstances where it previously "may" revoke or cancel them, making revocation mandatory rather than discretionary.

Maintains existing disqualification criteria for driver's licenses, including age restrictions, lack of training completion, suspension status, mental incompetence, habitual intoxication, and lack of legal residency or lawful presence in the United States.

Allows persons whose licenses were revoked, suspended, canceled, or disqualified in other jurisdictions to obtain an Idaho class D driver's license if 5 years have elapsed since eligibility for reinstatement in the other jurisdiction.

Permits noncommercial Idaho driver's licenses with suspensions to be renewed under the procedures in Section 49-319, with the renewal remaining subject to the suspension.

Effective date: July 1, 2024, with an emergency declaration allowing immediate implementation.
