Establishes a new crime of "domestic terrorism" defined as activities conducted within Idaho that cooperate with foreign terrorist organizations threatening Idaho or U.S. sovereignty, violate Idaho criminal law, and either involve violent acts intended to harm human life while intimidating or influencing state policy or involve weapons of mass destruction.

Creates the classification of "domestic terrorist" for persons convicted of domestic terrorism and increases penalties for training in violent techniques with intent to commit domestic terrorism from 10 years to up to life imprisonment.

Expands material support charges to apply to both terrorism and domestic terrorism, with penalties of up to 15 years imprisonment or $50,000 fine.

Makes murder committed during an act of terrorism or domestic terrorism murder of the first degree, subject to life imprisonment.

Eliminates the statute of limitations for prosecuting terrorism and domestic terrorism offenses, placing them on the same footing as murder and rape.
