Creates new Section 33-512E establishing requirements for local education agencies to develop policies addressing selection, review, and reconsideration of school library materials, excluding textbooks.

Requires schools to make complete inventories of library materials available to parents and legal guardians, and implement periodic curation and review processes.

Establishes library materials review committees comprised of equal numbers of parents/guardians and educators, plus at least one administrator, to review formal reconsideration requests.

Sets formal reconsideration procedures including written requests on approved forms, 21-day initial review period, 45-day public committee meeting requirement, and appeals process to the school board within 5 business days.

Prohibits school libraries from opening to students until the school complies with these provisions, effective July 1, 2024.
