Amends Idaho Code Section 67-9211 to clarify when the procurement administrator may award contracts to multiple bidders for the same or similar property.

Requires the administrator to make a written determination showing that multiple awards satisfy at least one criterion: furnishing required property types and quantities, providing expeditious and cost-efficient acquisition, or enabling acquisition of compatible property.

Allows state agencies to implement a reasonable process to identify the most advantageous contractor based on price, availability, support services, and delivery, and purchase from that contractor for up to one year before repeating the identification process.

Prohibits multiple awards when a single bidder can reasonably serve state acquisition needs and limits multiple awards to only the number of bidders necessary to meet those needs; permits multiple awards for open contracts to provide agencies reasonable variety of property and vendors.

Effective July 1, 2024, with emergency clause declared.
