Establishes the "Idaho Bill of Patient Medical Rights" as Section 39-9004, codifying patient protections including the right to informed consent, refusal of treatment, choice of providers, and privacy of medical information.

Prohibits the state, political subdivisions, and public health districts from ordering residents to remain home, close businesses, social distance, or wear masks during emergencies, and from advertising experimental or untested vaccines, drugs, or medications.

Prevents denial of treatment based on vaccine refusal and prohibits discrimination based on sex, age, race, national origin, ethnicity, religion, veteran status, or other federally protected classes.

Requires signed informed written consent before administering experimental drugs or medications and permits family visitation unless the patient refuses or the attending physician expressly denies it for sound medical reasons.

Establishes enforcement provisions prohibiting public officials from imposing penalties that violate the bill's protections and grants the attorney general authority to defend or prosecute rights under the law, effective July 1, 2024.
