Amends Section 33-510 of the Idaho Code regarding school board of trustees meetings and quorum requirements.

Changes quorum definition so that if a vacancy occurs on the board, a quorum consists of a majority of currently filled seats (rather than a majority of all authorized seats) from the time of vacancy until 120 days after the vacancy occurs.

Maintains requirement that regular meetings be held monthly on a uniform day and that special meetings may be called by the chairman or any two board members.

Declares an emergency and makes the act effective July 1, 2024.
