Removes the exemption stating "Any entity registered with the federal election commission shall not be considered a political committee for purposes of this chapter" from Idaho Code Section 67-6602's definition of political committee.

Makes entities registered with the federal election commission subject to Idaho state political committee disclosure and reporting requirements if they meet the threshold of receiving contributions and making expenditures exceeding $1,000 in any calendar year.

Declares an emergency effective date, making the act effective upon passage and approval rather than at a future date.
