Prohibits the Idaho National Guard from being deployed into active duty combat unless Congress has declared war or explicitly called forth the National Guard under Article I, Section 8, Clause 15 of the U.S. Constitution.

Defines "active duty combat" as participation in armed conflict, performance of hazardous service relating to armed conflict in a foreign state, or performance of duty through an instrumentality of war.

Requires the Governor to take all necessary actions to comply with these deployment restrictions.

Permits the Governor to consent to deployment of Idaho National Guard members for defense support of civil authority missions within the United States and U.S. territories under 32 U.S.C. 101 et seq.

Declares an emergency and makes the act effective upon passage and approval.
