Creates the "Children's Device Protection Act" requiring all tablets and smartphones manufactured on or after January 1, 2025 and activated in Idaho to include an enabled content filter blocking obscene material.

Device activation must include age determination, password protection for the filter, user notification when content is blocked, and the ability to deactivate and reactivate the filter.

Device manufacturers are subject to civil and criminal liability beginning January 1, 2025 if devices activated in the state lack compliant filters and minors access obscene material, unless the manufacturer makes good faith efforts to provide a generally accepted and commercially reasonable filter.

The Attorney General may seek injunctions, civil penalties up to $5,000 per violation ($50,000 aggregate maximum), investigative costs, attorney's fees, and revocation of business licenses for violations.

Act takes effect July 1, 2024 as an emergency measure.
