Requires employees to enter into a telework agreement specifying an approved private location, compliance with IT security protocols, employee responsibility for costs, availability during work hours, telework training completion, and restrictions on dependent care without prior approval.

Mandates annual reporting by October 1 from each governmental branch to state leadership and legislative committees detailing the number and percentage of employees with telework agreements, percentage of telework hours worked, and a breakdown by agency and job classification.
