Expands Idaho Code Section 18-6710 to criminalize harassment and threats across multiple communication methods including email, text messages, and other electronic communication in addition to telephone calls.

Applies existing penalties to violations: misdemeanor conviction resulting in up to one (1) year in county jail, with second or subsequent convictions elevated to felony status with up to five (5) years in state penitentiary.

Redefines "telecommunication" to mean any device providing transmission of messages, signals, facsimiles, video images, or other communication between physically separated persons via telephone, telegraph, cable, wire, or projection of energy without physical connection.

Makes obscene or profane language, threats of physical harm, and repeated anonymous or identified electronic communications prima facie evidence of intent to annoy, terrify, threaten, intimidate, harass, or offend.

Declares an emergency and makes the act effective on July 1, 2024.
