Appropriates $514,431,800 total to Public Safety departments (Department of Correction, Department of Juvenile Corrections, and Idaho State Police) for fiscal year 2025 (July 1, 2024 through June 30, 2025).

Authorizes maximum full-time equivalent positions: Department of Correction 2,207.85, Department of Juvenile Corrections 409.00, and Idaho State Police 658.76.

Exempts Department of Correction from program transfer limitations, allowing unlimited transfers between programs except that County and Out-of-State Placement and Medical Services may only transfer between themselves.

Reappropriates up to $3,932,000 in unexpended Hepatitis C Fund balances from fiscal year 2024 for Hepatitis C treatment in fiscal year 2025.

Requires accountability reports for funds designated for specific purposes and subjects state agencies to management reviews in accordance with Idaho Code Section 67-702.
