Authorizes full-time equivalent positions: Environmental Quality (379.00), Fish and Game (547.00), Lands (355.27), Parks and Recreation (183.80), Water Resources (170.00), and Endowment Fund Investment Board (4.00)

Transfers $1,500,000 from Water Pollution Control Fund to Environmental Remediation (Basin) Fund for Superfund cleanup in Coeur d'Alene Basin, with requirement for annual progress and expenditure reports

Provides up to $325,000,000 in American Rescue Plan Act (ARPA) funding for drinking water and wastewater infrastructure projects using a tiered grant approach based on community need and ability to pay

Transfers $103,221,600 from various state endowment earnings reserve funds to income funds and authorizes $5,000,000 to Secondary Aquifer Planning Fund and $1,000,000 to Water Management Fund for flood management and aquifer recharge projects
