Creates new Chapter 8 of Title 34, Idaho Code, establishing the Secretary of State's duty to prepare and distribute a voters' guide before each primary and general election to provide uniform information about issues, measures, and candidates.

Requires voters' guide to include initiative and referendum measure titles, text, fiscal impact statements, sponsor funding sources, arguments and rebuttals, constitutional amendment information, candidate names, candidate statements (up to 200 words), contact information, and photographs (not more than 4 years old).

Mandates distribution of the voters' guide to every household in the state no later than 30 days before the election, with sufficient copies sent to county clerks and made available upon request and on the Secretary of State's website.

Sets printing specifications requiring pages no smaller than 6 x 9 inches, clear readable type of at least 10-point (7-point minimum for measure text), and quality paper determined by the Secretary of State.

Amends Section 34-1812C to change the voters' pamphlet deadline from September 25 to 30 days before general elections and allows compliance if a voters' guide has been prepared and distributed under the new chapter.
