Amends Section 31-3221, Idaho Code, to revise provisions governing electronic payment convenience fees for credit card and debit card payments to district courts.

Electronic payment convenience fees established by the supreme court shall be deposited into the court technology fund created in Section 1-1623, Idaho Code, and used for implementation of card payment provisions.

Removes language requiring fees to be deposited into the "court technology fund created in section 1-1623, Idaho Code" and replaces it with clearer language specifying the fund destination and use.

Makes technical corrections to the definition of "debt owed to the court" by changing "which" to "that" in subsection (2)(d) for grammatical consistency.

Effective date is July 1, 2024, with an emergency declaration allowing immediate implementation.
