Changes the timing for ignition interlock system installation from "within ten (10) days following the end of the mandatory suspension period" to "within ten (10) days following the end of the mandatory suspension period of absolute suspension" for first-time DUI offenders under section 18-8005(1)(e).

Requires the ignition interlock system to be installed on all motor vehicles operated by the offender for one (1) year following the end of the suspension period, with courts able to grant financial hardship exceptions allowing use of court interlock device funds.

Makes technical corrections to clarify language regarding pronoun references in provisions related to alcohol evaluation and treatment requirements.

Applies effective date of July 1, 2024, and declares an emergency to make the act effective immediately upon passage.
