Amends Section 59-1302, Idaho Code, to revise the definition of "employee" under the Public Employee Retirement System (PERSI).

Excludes from employee definition persons in positions at cities, counties, irrigation districts, cemetery districts, soil and water conservation districts, or mosquito abatement districts that do not exceed 8 consecutive months in a calendar year and are seasonal or casual positions affected by weather.

Clarifies that seasonal and casual positions include parks positions, golf course positions, invasive species inspection positions, and irrigation positions.

Declares an emergency and provides retroactive application to January 1, 2012.
