Establishes that the World Health Organization has no jurisdiction in Idaho and prohibits using WHO requirements, mandates, recommendations, or guidance to justify any public health requirements including masks, vaccines, quarantines, or medical testing.

Prohibits Idaho from implementing or enforcing requirements or mandates from the U.S. Department of Health and Human Services and the Centers for Disease Control and Prevention without an affirmative vote by both bodies of the Idaho legislature.

Prohibits the Idaho Department of Health and Welfare from issuing or enforcing requirements on behalf of WHO, HHS, or CDC; issuing similar or identical requirements to those organizations; or issuing requirements based on recommendations or guidance from those organizations, without legislative approval.

Declares the act's provisions severable so that invalidation of any provision does not affect the remaining portions of the act.

Makes the act effective immediately upon passage and approval by declaring an emergency.
