Adds chiropractic physicians licensed under Idaho Code chapter 7, title 54 as qualified health care professionals who may evaluate and authorize return to play for youth athletes with concussions, provided they complete state board-approved concussion management education.

Requires chiropractic physicians seeking to evaluate concussions to have training in comprehensive concussion and brain injury evaluation, ongoing reassessment, recognition of atypical responses, care plan implementation, return to activity determination, and referral to appropriate providers.

Maintains existing requirements that schools provide concussion information to athletes and parents annually, develop removal-from-play protocols consistent with CDC guidelines, and ensure athletes receive evaluations before returning to play.

Preserves liability protections for individuals and youth sport organizations that reasonably follow established concussion protocols and removal procedures.

Becomes effective July 1, 2024.
