Amends Section 54-5805 to create an exemption from licensure for persons or businesses selling, offering for sale, or fitting wigs as long as they do not use adhesive agents to attach hairpieces or toupees to a person's scalp, hair, or head.

Corrects code references in Section 54-5805 to reference the updated definition of natural hair braiding in Section 54-5802(26) instead of the former numbering.

Declares an emergency, making the act effective upon passage and approval.
