Adds Chapter 10 to Title 22 of Idaho Code establishing legislative findings on urban agriculture as the production of food and agricultural products in urban and city impact settings

Defines urban agriculture to include in-ground and raised-bed production, aquaponic and hydroponic systems, and rearing of honeybees, fish, and livestock where allowed by local government

Establishes four categories of urban agriculture: market gardening (small-scale production for sale at farmers markets and community supported agriculture), urban farming (larger-scale food crop production for sale, organized as for-profit or nonprofit enterprises), community gardening (collective gardening on a single plot by groups, often hosted by schools or faith-based organizations), and victory gardening (food production at residences for household consumption or donation)

Identifies multiple purposes of urban agriculture including professional employment, therapeutic work, education, community development, food security improvement, and neighborhood beautification

Effective date of July 1, 2024, with emergency declaration
