Allows reasonable maternity and living expenses during pregnancy and up to six weeks postpartum based on demonstrated financial need, with financial assistance exceeding $500 requiring court approval.

Caps total financial assistance to birth parents at $2,000 unless court authorization permits a higher amount, with payments made directly to third-party vendors when practicable.

Effective date is July 1, 2024, with emergency declaration included.
