• Adds Section 33-142 requiring educational institutions under state board of education or University of Idaho Board of Regents to provide information about current adoption practices and state resources whenever contraception or sexually transmitted diseases/infections are discussed or dispensed.

• Amends Section 33-1608 to add adoption instruction as a fourth component of family life and sex education programs, including available adoption resources, current adoption practices in the United States, and information about the Idaho safe haven act (Chapter 82, Title 39).

• Establishes that adoption education should present adoption as a means of providing for a child's well-being.

• Declares an emergency and makes the act effective July 1, 2024.
