Amends Section 67-3502, Idaho Code, to clarify budget request preparation requirements for state government entities.

Requires the division of financial management administrator to make budget forms available by July 15 each year in electronic or written format.

Mandates state entities report moneys available regardless of source, including legislative appropriations, and their expenditures segregated by fund and account category for the preceding and current fiscal years.

Requires agencies to disclose known future reductions or eliminations of federal moneys and provide an operating plan if federal funding decreases by 10% or more.

Declares an emergency and effective date of July 1, 2024.
