Amends Section 49-402D to allow the State Board of Education to be a permissible beneficiary of new specialty license plates, with proceeds designated for specific education programs, grant funds, or initiatives administered by the State Board of Education.

Establishes "Don't Tread on Me" license plates effective January 1, 2025, featuring the Gadsden flag design with a rattlesnake and the phrase "don't tread on me" on a bright yellow background, available for vehicles with a maximum gross weight not exceeding 26,000 pounds.

Sets fees for Don't Tread on Me plates at $35.00 initial issuance and $25.00 annual renewal, with $13.00 of each fee deposited in the state highway account for administration costs and $22.00 initial/$12.00 renewal transferred to a firearms safety grant fund.

Creates a Firearms Safety Grant Fund in the state treasury to be administered by the State Board of Education, funded by Don't Tread on Me license plate proceeds and other appropriations, with moneys awarded as grants to school districts for establishing or maintaining firearms safety education courses.

Bill is declared an emergency measure effective July 1, 2024.
