Revises legislative intent to focus on wired backbone and wired middle-mile fiber optic infrastructure while allowing local authorities to govern last-mile broadband delivery choices.

Redefines broadband infrastructure into four categories: wired backbone, wired middle-mile, wired last-mile, and wireless last-mile infrastructure.

Updates the "Dig Once Policy" to require the Idaho Transportation Department to develop rules facilitating cost-efficient installation of wired backbone and middle-mile fiber optic infrastructure on highway rights-of-way while maintaining local zoning control.

Repeals Section 40-519 relating to broadband provider fair market value provisions and revises requirements for broadband provider access to highway rights-of-way.

Becomes effective July 1, 2024, with an emergency declaration.
