Changes the crime of enticing a child under 16 years old from a misdemeanor to a felony offense.

Maintains the definition of enticing as persuading a minor to leave home or school, enter a vehicle or building, or enter a concealed structure without parental or legal authority.

Removes the existing penalty structure and replaces it with stricter punishments for subsequent violations.

Specifies that a person convicted a second or subsequent time shall be guilty of a felony punishable by imprisonment in state penitentiary for not more than 5 years.

Becomes effective July 1, 2024, with an emergency declaration allowing immediate enactment.
