Amends Idaho Code Section 18-1510 to create an exemption from the runaway shelter law for licensed children's residential care facilities, registered children's institutions, and behavioral health youth crisis centers providing emergency runaway services.

Exemption applies when: the runaway child consents to shelter or care; the facility attempts to contact but cannot locate the parent or legal guardian, or the child refuses to disclose contact information; and the facility notifies county sheriff or police per local laws and licensure requirements.

Defines "behavioral health youth crisis center" as a 24/7/365 voluntary outpatient facility providing evaluation, intervention, and referral for youth 17 and under experiencing behavioral health crises, limited to services of 23 hours and 59 minutes per episode.

Requires exempt facilities to still comply with reporting requirements under Idaho Code Section 16-1605.

Effective date: July 1, 2024; declared an emergency.
