Establishes parental fundamental right and duty to make decisions about health care services for minor children under 18 years old.

Prohibits health care providers from furnishing health care services to minors without parental consent, except in medical emergencies or with blanket consent authorization.

Grants parents access to their minor child's health information held by health care providers or governmental entities, with exceptions for court orders or active criminal investigations of the parent.

Creates private right of action for parents whose rights are violated, allowing recovery of declaratory relief, injunctive relief, compensatory damages, reasonable attorney's fees, and other relief within 2 years of harm.

Becomes effective July 1, 2024, and clarifies the law does not legalize abuse, neglect, euthanasia, mercy killing, or assisted suicide.
