Appropriates $7,479,900 to the Public Utilities Commission for fiscal year 2025 (July 1, 2024 through June 30, 2025), comprised of $5,237,600 for personnel costs, $2,181,500 for operating expenditures, and $60,800 for capital outlay.

Funds come from three sources: Indirect Cost Recovery Fund ($219,300), Public Utilities Commission Fund ($6,885,500), and Federal Grant Fund ($375,100).

Authorizes the Public Utilities Commission to maintain no more than 48.00 full-time equivalent positions during the fiscal year unless specifically authorized by the Governor, with prompt notification to the Joint Finance-Appropriations Committee of any increases.

Requires funds to be used only for their designated purposes and subjects appropriated funds to accountability reports and management reviews under Idaho Code Section 67-702, with outside audit reports submitted to the Joint Finance-Appropriations Committee.

Declares an emergency and makes the act effective July 1, 2024.
