Reappropriates up to $14,000,000 in unexpended balances from the Miscellaneous Revenue Fund for the Energy Resiliency Grant Program for non-recurring expenditures.

Restricts Federal Grant Fund moneys for Resilient Grid Grants from being used to promote, advertise, enforce, or adopt International Energy Conservation Code standards beyond the 2018 codes already in effect.

Requires the Office of Energy and Mineral Resources to submit a written report to the Joint Finance-Appropriations Committee by December 1, 2024, detailing the distribution and use of energy resiliency subgrant funds.
