Appropriates $44,842,100 total to the Division of Financial Management for fiscal year 2025 (July 1, 2024 through June 30, 2025) from multiple funds including General Fund, ARPA funds, and other state revenue sources.

Allocates $2,772,700 for personnel costs, $1,479,700 for operating expenditures, and $40,589,700 for trustee and benefit payments.

Authorizes the Division of Financial Management no more than 22.00 full-time equivalent positions during the fiscal year, with any increases requiring Governor approval and Joint Finance-Appropriations Committee notification.

Requires funds to be used only for their statutorily designated purposes and subjects appropriations to accountability reports and management reviews under Idaho Code Section 67-702.

Declares an emergency and makes the act effective on and after July 1, 2024.
