Amends Idaho Code Section 43-109 to allow irrigation district boards to petition county commissioners to modify previously established division boundaries after approval by two-thirds of the board.

Requires petitions for boundary modifications to include a reason for the change and a map showing new proposed boundaries, with divisions maintained at as nearly equal size as possible.

Eliminates the requirement for bond or examination by the department of water resources when modifying division boundaries.

Authorizes county commissioners to hold a hearing on the petition following Section 43-106 procedures and approve the requested modifications unless good cause exists to deny or modify the petition differently.

Effective date is July 1, 2024, with an emergency declaration.
