Creates new section 42-233c of Idaho Code to define the Eastern Snake Plain Aquifer area having a common ground water supply as the aquifer underlying the eastern Snake river plain as described in the Eastern Snake Plain Aquifer Model Version 2.2 of May 2021.

Authorizes the Department of Water Resources director to expand the common ground water supply area to include tributary basins that affect the Eastern Snake Plain Aquifer, subject to restrictions on areas with existing critical ground water areas or ground water management areas unless the director determines existing plans are insufficient.

Requires the director to provide notice to water right owners and hold a public hearing at least 10 days after notice, allowing a 10-day written comment period after the hearing, with notice given either by mail or published twice weekly in local newspapers.

Allows the director to issue an order expanding the Eastern Snake Plain Aquifer common ground water supply area after the hearing, with provision for appeal by aggrieved persons under section 42-1701A(3) of Idaho Code.

Takes effect July 1, 2024, with an emergency declaration.
