Requires courts to review debts owed by defendants or juvenile offenders at least every 90 days, and mandates in-person court appearances to explain non-payment and establish payment plans if no payments are made within that period.

Prohibits jailing defendants or juvenile offenders based on the content of information provided at fine review hearings, except in cases of direct contempt of court.

Allows the Supreme Court or district court clerks to contract with collection agencies to recover court debts, with collection fees capped at 33% of amounts collected and paid as an administrative surcharge by the defendant or juvenile offender.

Specifies that collection fees must be deducted from collected amounts before distribution to the court clerk, but shall not reduce the total debt owed by the defendant or juvenile offender.

Becomes effective July 1, 2024, under emergency declaration.
