Amends Section 74-106, Idaho Code to establish exceptions allowing disclosure of certain health records for research and statistical analysis purposes.

Vital statistics records, reportable disease records, and hospital/medical records may be made available for examination under nondisclosure agreements for research and statistical purposes.

Research reports and statistical analysis derived from these records that do not contain personally identifiable information may be subject to public disclosure.

Records containing personally identifiable information remain protected from disclosure, but deidentified research findings and analysis can be released.

Effective date is July 1, 2024, with emergency clause declared.
