• Changes "continuous improvement plans" terminology to "strategic plans" that school districts and public charter schools must submit annually to the state board of education by October 1, focused on improving student performance.

• Establishes new Section 33-527 requiring all board members to complete initial training within 60 days of election/appointment covering board duties, data literacy, goal setting, superintendent evaluation, media training, and open meetings/records law.

• Requires biennial training for all school district and charter school boards on strategic planning, transparent board meetings, and school finance by December 31, 2024, and every two years thereafter.

• Provides $6,600 per school district and public charter school annually for training expenses for superintendents, boards of trustees, charter administrators, and boards of directors, distributed on reimbursement basis.

• Establishes state commission for education excellence with 10 members representing state board, department of education, governor's office, business/industry, legislature, parent, teacher of the year, and school board/administrator associations to review strategic plans and student achievement data.

• Effective July 1, 2024 as an emergency measure.
