Prohibits Idaho institutions of higher education from establishing or funding diversity, equity, and inclusion (DEI) offices or employing DEI officers, effective July 1, 2024, with exceptions for legal compliance programs approved by the Attorney General.

Bans mandatory diversity training at higher education institutions, defined as trainings with the purpose of advising or instructing participants about diversity, equity, and inclusion.

Prohibits political loyalty tests in admissions, employment, hiring, contract renewal, and promotion processes, including requirements to express support for ideologies promoting differential treatment based on race or ethnicity.

Authorizes the Attorney General to enforce the chapter through mandamus actions and creates a private cause of action for students, faculty, staff, and alumni to seek injunctive relief against institutional violations.

Requires institutions to file compliance reports with the State Board of Education disclosing steps taken to comply and certifying full compliance; reallocates funds previously spent on DEI offices to merit scholarships for lower and middle-income students and tuition reduction for in-state students.
