School district boards of trustees must adopt rules of order and procedure to govern their regular meetings and conduct meetings in accordance with those adopted rules.

Boards must make their rules of order and procedure available to the public at each regular meeting and on the local school district's website if available.

Boards must provide public comment opportunities at regular meetings limited to agenda items, and must hear public comment before taking action on agenda items.

Public comment related to matters that would authorize executive sessions under Idaho Code section 74-206(1) is not permitted, though boards may establish reasonable time limits and conduct standards for public comment.

Members of the public may request addition of items directly related to school district business to regular board meeting agendas, with decisions made pursuant to the adopted rules of order and procedure.

The act takes effect on July 1, 2024, and is declared an emergency.
